But in the last three centuries, due to the increase in the speed of developments in the field of steel production technology in industrialized countries and the ever-increasing need for steel products, Iran was among the importers of metal products and the creation of an iron smelting factory as a mother industry and a national ideal was discussed from the Qajar era, which was always faced with many obstacles, including foreign and internal political problems and financial limitations until the construction of an iron smelting plant was agreed upon the framework of the technical and economic cooperation protocol between the government of Iran and the former Soviet Union.
